(로마서 13:1-7) 권세자들에게 굴복하라

바울 사도는 세상의 권력자들에 대하여 말씀을 하고 있습니다. 그런데 권세를 가진 사람들에게 굴복하라는 것입니다. 이것은 참 어려운 말입니다. 하지만 그 말이 어려운 것은 이유가 있습니다. 세상을 하나님께서 만드시고 통치하신다는 것을 믿지 않으면 어려운 것입니다. 세상이 잘못 돌아가고 있다고 여기는 것은 아주 정의로운 것 같지만 실상은 하나님의 통치를 비웃는 것입니다.

생각해보면 예수님은 물론이고 당시 최고의 신분이라 할 수 있는 로마 시민권을 가진 바울 사도도 세상의 권력자에 의하여 죽임을 당했고, 바울 사도 역시 자신이 그런 운명에 있다는 것을 모르지 않았는데 권세를 가진 자들에게 굴복하라고 한 것은 ‘예수 믿는 사람이니 참고 살자’는 식의 말씀이 아닙니다. 이 말씀은 세상의 모든 것은 하나님께서 통치하신다는 말씀을 하시는 것입니다.

그리고 이 문제는 독립된 문제가 아닙니다. 하나님을 믿는 신앙인이 정치적 사회적 문제를 어떻게 볼 것인가 하는 개별적인 문제가 아니라는 것입니다. 끊임없이 말씀드리거니와 하나님을 믿는 신앙의 모든 행위와 삶의 모습은 그 사람 안에 있는 의가 표현된 것이라는 것입니다. 즉 바울 사도의 말씀과 같이 권력자에게 굴복하는 것은 권력자가 얼마나 정의로운지에 따라 달라진다거나, 하나님을 믿는 사람이 그럴 수 없다고 한다는 것은 그 사람 마음 안에 있는 의가 그런 생각과 삶으로 나타난 것이라는 것입니다. 

사람이 교회에서는 모든 것에 순종하는데 세상에서는 순종이 되지 않는다? 그러면 순종을 모르는 사람입니다. 우리나라 속담에 ‘집에서 새는 쪽박, 들에서도 샌다.’는 말이 있습니다. 낭중지추(囊中之錐)라는 사자성어는 말할 것도 없습니다. 세상의 권력자(특히 정의롭지 못한)를 대할 때에 그들도 하나님께서 경영하시는 일부라고 인정할 수 없다는 것은 하나님께서 만드신 세상을 하나님께서 경영하시는 것의 일부를 자기가 경영하겠다고 하는 것입니다. 

성경에서 이런 모습을 보여준 극단적인 사례들이 있는데, 그 중 하나가 롯이 소돔과 고모라에 있을 때 찾아온 하나님의 사자들을 소돔과 고모라 성의 사람들이 상관(동성애)하겠다고 한 것이 그것입니다.(창 19장) 하나님의 일에 사람이 관여하겠다는 것입니다. 하나님의 사자를 자기 뜻대로 하겠다는 것입니다. 즉 하나님의 일을 자기의 의대로 하겠다는 것입니다. 그래서 망한 곳이 소돔과 고모라입니다.

사람들이 끊임없이 세상의 정의와 하나님의 의로움을 연결시키지만 하나님의 선하심과 의로움은 세상의 정의와는 다릅니다. 이렇게 말하면 세상의 정의가 어떻든 신앙만 요구하는 하나님이냐고 반문하는 것이 거의 반사적인데, 그런 사람들은 단언컨대 하나님의 의를 단 한 번도 경험한 사람입니다. 하나님의 의가 마음 안에 있는 사람의 삶이 사회를 어지럽게, 정의롭지 않게 만들 방법이 없기 때문입니다. 생명의 본성이 그렇다는 것입니다.

바울 사도가 세상의 권력자들에게 굴복하라고 한 것은 세상의 경영이 하나님께 있기 때문입니다. 자기가 생각할 때 이러면 안 될 것 같은 일이 있어 동사무소에 이의를 제기한다고 해보겠습니다. 마침 그렇게 해서 해결이 되면 다행인데 그렇지 않아서 위로 위로 그 민원을 제기하여 간다면 결국은 하나님께 이를 것이기 때문입니다. 물론 많은 사람들은 자기 눈에 세상이 정의롭지 못하게 보이면 그 과정을 생략하고 바로 하나님을 원망하기 일쑤이긴 합니다.

하지만 그래도 세상은 누가 봐도 불합리한 것이 있습니다. 그렇다고 세상의 불합리함과 세상의 가치기준으로 볼 때 정의롭지 못한 것, 그리고 성경을 행위 규범으로 보는 사람들의 시각으로 볼 때 선하지 않은 세상이라고 하나님의 통치 밖에 있다고 하는 것은 하나님을 거룩하게 여기는 것 같지만 하나님을 희롱하는 것입니다. 그것은 “하나님은 당신이 만든 세상의 일부가 당신의 섭리에서 벗어나 타락했습니다. 그래서 당신의 거룩함이 훼손되려 해서 내가 그 세상의 일부를 제거하였습니다.”라고 말하는 것입니다.

하나님을 믿는 신앙의 근간이 하나님께서 세상을 만드시고, 그 전능하시고 온전하심으로 세상을 경영하신다는 것을 믿는다는 것이라고 하는 것은 사람의 눈에 불합리하고 정의롭지 못한 것 같아 보이는 이 세상이 하나님이 온전히 경영하고 계신 것이라는 것입니다. 이 세상은 그 어느 것 하나 예외 없이 모든 것이 하나님의 아들이 나타나는 것이라고 이미 로마서 8장에서 말씀한 바울 사도가 볼 볼 때, 세상의 권력이란 선할 때는 선함으로 악할 때는 악함으로 사람에게서 하나님의 성품이 나타나게 하는 도구로서 쓰이는 것이라는 것입니다.

예수님께서 세상의 권력이 없었다면 어떻게 십자가를 졌겠으며, 로마에 죄인이 되어 압송된 바울 사도 역시 세상의 권력이 없다면 어떻게 로마에 가서 절정의 복음의 설교를 할 수 있었겠습니까? 그와 같이 세상의 권력이 때로는 참 악하고 정의롭지 못하지만 그 불의함이 하나님의 선함을 나타내는 것에 사용된다는 것입니다. 그런 악함으로 대한 하나님의 성품을 가진 하나님의 아들 안에 있는 하나님의 의와 품성을 드러나게 하는 것이라는 것입니다. 

그러므로 하나님의 성품을 가진 자, 하나님 아들의 영을 가진 사람들은 사나 죽으나 주를 위할 수 있는 것입니다. 세상이 선하고 평안하면 그 평안으로 인하여 하나님의 의를 나타내고, 세상이 정의롭지 못하고 악함으로 자신을 대하면 또한 자신의 육신을 그 악함과 원수됨 앞에 드림으로 자기 안에 있는 하나님의 의를 나타내는 존재인 것입니다. 

그러므로 그와 같이 하나님 아들의 영을 가진 이는 순종으로, 또한 자기 육신을 하나님의 의를 나타내는 것에 소비함으로, 또한 하나님과 원수된 자들이 주장하는 의 앞에서 죄인으로, 또한 세상의 권력 또한 그렇게 하나님께서 의를 나타내시기 위하여 사용하시는 방법과 수단이라는 것을 알기에 그 앞에서 또한 자신을 드림으로 사나 죽으나 하나님 아들의 영을, 하나님의 성품을 나타내는 존재들인 것입니다.

세상이 때로 정의롭지 못할 때, 그 세상을 고쳐야 한다고 부르짖는 사람들로 인하여, 또 위대한 영웅으로 인하여 세상이 바뀌는 것이 아닙니다. 어두움은 물러가라 외치는 자의 소리에 물러가는 것이 아니라 자기 앞에 놓인 일을 묵묵히 하면서, 정치가들이 정의롭지 못하여 힘들어진 삶을 꾸역꾸역 살아내는 사람들에 의하여 바뀌는 것입니다.

자고로 세상이 시끄러운 것은 “세상은 이래야 한다!”고 외치는 사람들로 인하여 시끄럽습니다. 그 의들이 충돌하면서 소란스럽고 다툼과 전쟁이 일어나는 것입니다. 세상은 절대로 내 탓이라고 여기는 사람, 자기 본분에 충실한 사람으로 인하여 시끄러워지거나 정의롭지 못하게 되는 법이 없습니다. 그것이 하나님의 정의일지 모릅니다. 

자기 본분, 곧 하나님께서 자신에게 주신 육신으로 때로 힘들어도 그 앞에서 육신의 삶을 소비해 가고, 또한 하나님의 분명한 의를 알지만 그렇지 않은 자들이 오히려 큰 소리로 ‘이것이 하나님의 의다!’라고 외치는 외침으로 자신이 죄인이 되는 자리를 피하지 않고 그 잔을 마시는 사람들이 바로 진정으로 하나님을 믿는 것이고, 그런 사람들에 의하여 세상은 온전한 것입니다. 왜나하면 그런 사람들의 삶에 하나님의 온전하심이 있기 때문입니다.

When we treat the power of the world (especially not just), we can not admit that they are also part of God's management. That is, they will manage some of God's worldly management.

There are extreme examples of this in the Bible, one of which was that God's messengers, who came to Lot when they were in Sodom and Gomorrah, would be homosexual to Sodom and Gomorrah's people (Genesis 19). It is a person's involvement in God's work. I will do the will of the angel of God according to his will. In other words, we will make God's work our medical center. So the ruins are Sodom and Gomorrah.

While people constantly connect the justice of the world with the righteousness of God, God's goodness and righteousness are different from the justice of the world. It is almost reflexive to say that God is the only God who demands justice in whatever the justice of the world is, and they are the ones who have ever experienced God's righteousness. It is because the righteousness of God has no way to make the life of the person in his mind unsettling society. That is the nature of life.

Paul's apostle told the world's rulers to surrender because the world's administration is to God. When I think about it, I will try to appeal to the government office. Of course, many people seem to blame God if they see the world in their eyes.

But there is something irrational in the world. In his own self-disposition, the flesh that God has given to himself, sometimes consuming his fleshly life before him, and knowing the clear righteousness of God, but those who are not, speak with a loud voice, saying, 'This is God's righteousness!' Those who drink the cup without avoiding being a sinner are truly believing in God, and by such people the world is perfect. This is because God's integrity is in the lives of such people.
